Peter's relationship with his younger brother Ender is not like that of most brothers. He bullies Ender both mentally and physically and later on in the novel it is revealed how morbid he is, skinning squirrels when they're still alive. He has threatened to kill Ender and Valentine on multiple occasions, and they know that he would if he knew he would be able to get away with it. Because of this, Ender is constantly worrying that he is going to end up just like Peter. If Valentine is considered an angel, then Peter would be the devil, the evilest of the Wiggin children. He rarely shows affection for his family and the one time he told Ender he loved him, it was at night in the dark when he thought Ender was asleep.
Later on in the novel, Peter seems to mature and becomes more aware of how silly the adults around him are. He devises a plan to get himself and Valentine on the adult nets under pseudonyms. He calls himself Locke, based off of John Locke, and his opinions are the opposite of Demothenses, who is Valentine. He decided on Locke because he was a leader and public speaker in Ancient Greece, Peter wanted to be someone people knew and understood. Together, by discussing taboo subjects and expressing their ideas on the government, they began to get famous.

Locke and Demosthenes both begin a weekly column and their begin to spark a revolution. Peter understands that there is a war that is going to start soon if something isn't done to stop it. And not a war between species but a war between countries, where humans will die. When the bugger war is finally over, the war on Earth is just beginning to form. When Peter finally completely the last step in his plan that started so long ago, he proposes the Locke Treaty. Getting Demosthenes to agree with it and unite the general public and the scholars not only stops the war but give Peter the power he wanted for so long.
"It was the moment he had been waiting for, to use Demosthenes' influence with the mob and Locke's influence with the intelligentsia to accomplish something noteworthy. It forestalled a really vicious war that could have lasted for decades." (Card 355-356)
Even though at the beginning of the novel Peter was very mean, as it progressed he matured and was able to create a name for himself through the nets. While doing so he decided to care about the world rather than himself and saved millions of lives.
